Sizeweight 40%

Estimated diameter range — bigger objects carry more interest.

Closenessweight 35%

How near the miss distance is, on a log scale against the Moon's orbit.

Velocityweight 15%

Speed at approach (v∞), which scales kinetic energy.

Imminenceweight 10%

How soon the approach is. Distant future passes score lower.

A high Watch Score means "worth a look," not "dangerous." The cool→amber colour ramp tops out at amber — never red — on purpose.
